Ártúnsholt
The major focus of the Ártúnsholt Neighbourhood Plan is to make the neighbourhood more sustainable and environmentally conscious; to strengthen local shops and improve access to nearby neighbourhoods; and to even out the age range within the neighbourhood by multiplying the number of smaller apartments on offer.
Urban development
In order to balance the high ratio of single-family houses and rowhouses within the neighbourhood, the Neighbourhood Plan aims to increase the number of small and medium-sized apartments within the Ártúnsholt neighbourhood by up to 330. This transition is expected to be a gradual process.
- The total number of apartments within the neighbourhood is expected to go up due to new permissions that simplify the process of adding additional apartments to large detached houses. By and large, these additional apartments are intended for the rental market or for family members. They cannot be sold separately from the main apartment and they can be re-joined with the main apartment at their owners’ choosing
The streets Nethylur and Stangarhylur are expected to become a mixed-use space, with permissions granted for floor and/or roof extensions. Furthermore, on Birtingakvísl permissions have been granted for adding additional buildings.
Diversity in the types of housing on offer within a district encourages a stabler community and optimises the utilisation of local services as well as primary and elementary schools. Smaller appartments are suitable for young families, with children of primary or elementary school age, as well as any local residents who wish to find smaller housing within the district.

Transportation and local shops
Designated local shops for Ártúnsholt include a petrol station on Straumur, near to Nethylur and Stangarhylur, as well as other businesses and services. Permissions will also be eased for light industrial land-use in residential areas.
- The re-design and re-designation of Strengur will be a primary objective. Strengur will become an urban street with an urban square by Árkvörn. This square will include services such as a recycling station, a playground and a seating area, charging stations for electric cars and possibly even parking spots for car share vehicles.
Pedestrians and cyclists will be given separate lanes on all major routes. Connections to major roads and public transportation will remain a priority.
Connections to the Árbær Open Air Museum and the heritage sites on Rafstöðvarvegur will be improved through a designated path between the museum and the power station. Access to Elliðaárdalur and its surrounding neighbourhoods will also be improved; e.g. with a new pedestrian bridge that crosses Vesturlandsvegur.

Green initiatives
Green spaces within Ártúnsholt will be improved so that they are of more use for residents. Plant life will be added, which fits well with the city’s overall policy of increased carbon neutrality.
- Conditions for renewable energy sources will be improved with the addition of charging stations for electric cars on city land.
Permissions will be granted for owners to build new refuse shelters on their property, replacing older refuse storage solutions. These new shelters will make it easier to recycle waste and thus help residents to improve the environmental impact of older buildings.
Elliðaárdalur’s fragile eco system will be protected from waste that originates from the surrounding urban areas. Guidelines and conditions will be introduced regarding the draining of surface waters within the neighbourhood. Furthermore, in accordance with the plan’s goal of a more sustainable and environmentally conscious district, urban agriculture and vegetable farming will be encouraged on city land as well as private land.

Árbær
The major focus of the Árbær Neighbourhood Plan is to make the neighbourhood more sustainable and environmentally conscious; to improve access to nearby neighbourhoods; and to improve the availability of local shops in the neighbourhood’s centre—which is also the major shopping centre for the entire district.
Urban development
The number of apartments within the neighbourhood will be increased by up to 680. This will serve to strengthen the district’s centre and improve the availability of local shops, so that residents can have all their major need met within walking distance from their homes. This increase will be a gradual process.
- Around the neighbourhood centre Ásinn, and among the recently erected buildings in Rofabær and Hraunbær, apartments with floor or roof extensions will multiply. Permissions will be granted for adding additional apartments to large detached houses and for adding an additional floor on top of multi-unit buildings on the condition that an elevator is also installed.
On the neighbourhood’s east side, multi-unit buildings will be erected between Hraunbær and Bæjarháls, as well as in the developing areas between Höfðabakki and Rofabær/Ystibær on the neighbourhood’s west side.

Transportation and local services
Local shops and services for the neighbourhood will be available in the neighbourhood centre Ásinn, which will be designated as the major shopping centre within the district. Local shops will also be secured through designated corner shop spaces on Rofabær 7-9 and 37-39. Provisions for light industrial land-use in residential areas will also be eased in order to encourage a bustling cityscape and increase employment opportunities.
- Public spaces will be strengthened; e.g. with the addition of urban squares in Hraunbær and Rofabær and by Árbæjarkirkja. Bæjarbraut, Rofabær and parts of Hraunbær will be turned into urban streets.
Access to green spaces, Elliðaárdalur and nearby neighbourhoods will be improved. Walking paths and cycling paths within the neighbourhood will also be improved.
Neighbourhood squares will include charging stations for electric cars, possible parking spots for car share vehicles, bus stops and recycling stations. Public transportation will also be strengthened by shortening waiting times and improving service.

Land-use will be improved by granting permissions for residential settlements in developing areas and by following through with Neighbourhood Plan policies that dictate increased plant-life and improved carbon sequestration.
- Elliðaárdalur’s fragile eco system will be protected from household waste that originates from the surrounding urban areas and urban agriculture and vegetable farming will be encouraged on city land as well as private land.
Recycling resources for households will be improved, along with resources at the Bæjarbraut recycling station. Recycling numbers are expected to improve overall.

Selás
The major focus of the Selás Neighbourhood Plan is to make the neighbourhood more sustainable and environmentally conscious; to strengthen local shops and improve connections with the district centre in Árbær; and to improve the neighbourhood’s urban density by multiplying the number of available apartments.
Urban development
In order to balance the high ratio of single-family houses and rowhouses, the neighbourhood plan aims to increase the number of apartments within the neighbourhood by up to 720. This increase in the number of apartments is expected to be a gradual process.
- Permissions will be granted for adding additional apartments to large detached houses, as well as for adding an additional floor on top of the neighbourhood’s multi-unit buildings—on the condition that an elevator is also installed at the same time.
- Urban density will be improved by granting permissions for removing existing structures on Selásbraut 98 and replacing them with a new 3-4 storey building with street level shops and services and apartments on upper floors. West of Selásbraut, on the developing area between Vindás and Brekknaás, a new residential settlement will also start to take shape.
An increase in the availability of smaller apartments within the neighbourhood will encourage population stability and have a positive influence on schools, preschools and local shops. Additional apartments are by and large intended for the rental market or for family members. They cannot be sold separately from the main apartment and they can be re-joined with the main apartment at their owners’ choosing.

Transportation and local services
According to the plan, local shops will be located on Selásbraut 98. The area will become a mixed-use space, with apartments, businesses, shops and services. Furthermore, permissions will be modified to allow for light industrial land-use in residential areas, as such industry will encourage a bustling cityscape and increase employment opportunities.
- Selásbraut will be re-designed as an urban street with an urban square and a recycling station, charging stations, bus stops and possible parking spots for car share vehicles.
- The community centre will be connected to the neighbourhood’s cycling paths and pedestrian walkways, as well as the neighbourhood’s urban street and urban square. Cycling and pedestrian access to shops and services in the district centre in Árbær will also be improved.
Public transportation will be strengthened by shortening waiting times for Strætó BS and by improving the company’s service to the neighbourhood. The walking paths and cycling paths along Selásbraut that pass the primary school will be improved. There are also plans for a new walking path along Suðurlandsvegur as well as new walking and cycling paths south of the neighbourhood, at the border of the enclave of stables, which will connect with Elliðaárdalur.

A more sustainable Selás
A future vision of a more sustainable Selás. Selásbraut will become an urban street with bus stops and an urban square that provides residents with all major infrastructures. In order to improve the quality of life for the neighbourhood’s residents, the street’s appearance will be improved by introducing plant life, better lighting, seating areas etc.

Green initiatives
Public spaces are common within the neighbourhood. Their individual characteristics will be enhanced. Along Breiðholtsbraut, Suðurlandsvegur and Selásbraut, noise pollution will be reduced with the use of noise barriers, such as earth berms, as well as plant life that will also serve to provide a wind barrier and make the area more appealing.
- Land-use will be improved with urban settlements in developing areas. Elliðaárdalur’s eco-system will be protected from waste that stems from the surrounding settlement.
- Recycling numbers are expected to go up. The recycling station on Selásbraut will be given a permanent place there and another such station added further along that same street, south-east of Selásskóli.
Urban agriculture and vegetable farming will be encouraged. Conditions for renewable energy sources will be improved; e.g. through charging stations outside Selásskóli and by the Selásbraut urban square.

The individual characteristics of the neighbourhood’s public spaces will be enhanced and noise barriers will be improved along all adjacent major roads
The Neighbourhood Plan Guide Lines are a completely new resource in Icelandic urban planning. All of the city’s neighbourhood plans will be presented with these guide lines as supporting documents. The guide lines do not refer to specific neighbourhoods or specific planning provisions; they act ubiquitously for all of the city’s districts.
The guide lines provide instructions and diagrams that must be adhered to when planning provisions are enacted.
